Alaska Health Insurance Exchange

State senator Hollis French has introduced legislation to encourage the state to begin implementing a health insurance exchange. He wants Alaska to go ahead and set up a health insurance marketplace and asks Gov. Sean Parnell to "join him in supporting the market-based solution that will lower health insurance premiums," while easing the health insurance shopping experience for Alaskans.

French believes his proposal will create a "level playing field" that requires health insurance companies to compete for customers, much the same way airlines compete. Instead of Travelocity or Expedia, or something similar, however, the Alaska Health Benefit Exchange will occur via a state-maintained, "user- focused" website.

The Alaska health insurance exchange will give Alaska residents a platform from which they will be able to compare standardized, detailed information about various plans and will give them a toll free number from which they can get answers to any questions they may have regarding the exchange and their options.

Alaska is expected to select the health insurers who will be allowed into the exchange. This process is ongoing and an exchange has not yet been set up. It is expected to be in place before 2014.

Alaska is unfortunately one of only two states to turn down a $1 million grant to help set up the exchange and will have to use state funds to set it up.
